Our TrafficVibe Ad Exchange (http://www.trafficvibe.biz/) is on the Go4Safelists system run by Mike Mansell. We effectively rent the system from his hosting company, saving ourselves the bother of setting it up and doing all the geeky stuff and also saving hundreds of $$s on fancy scripts and hosting fees.
The system is very easy to manage and Mike is on hand to help. You can customise the look of the site and edit many of the pages.
You can add solo ads and banner impressions to member accounts and add their websites to the points claim system. The support system is built in. It's useful to have a completely separate email address for queries etc.
You will find you get a LOT of signups to the programs advertised in the navigation bar and various places around the site. The downside is that you will also get people who only want to spam you - delete them, sending spam to the admin address is against the rules! You will make many friends but also come across thoroughly nasty people Delete them too - life is too short to bother with people who do not know how to behave in a professional manner.
We've found it useful to have this background site for articles and more info since we have several sites. This site www.trafficvibe.info is on FreeWebs. The paid version, albeit not very much.

Top Tips:
1) Over Deliver. Make sure you have time to give excellent customer service.
2) Offer free Pro upgrades to the first 500 or so members but don't give away the farm!
3) Run regular special deals
4) Offer advertising in various places but keep some for yourself. I recommend keeping the footer for your own ads
5) Do Joint Venture deals with people with big lists but don't let them take over the decisions
6) Maintain your integrity and don't be tempted to advertise a whole load of junk on your site
7) Set up a blog so members can be kept up to date
8) Don't send out too many admin emails, it only annoys people
9) Share the value of the site with the members and allow them to exchange points for site views in the Solo Ads points claim system. It's absolutely pointless having the points claim link go back to your ad exchange home page (as many of Mike's clients do) Have two or three OTO Goldmine campaigns in the points claim system.
